The Constitution of the Republic of Rwanda of 2003 revised in 2015 entrusts the Judiciary with the mission of protection of rights and freedom. The Judiciary is composed of ordinary Courts and specialized Courts.

The High Council of the Judiciary is the Supreme governing organ of the Judiciary. It sets general guidelines governing the organization of the Judiciary.

The Judiciary is Independent and exercises financial and administrative autonomy. (See articles 43, 148, 149, 150, 151). 

The Ministry of Agriculture and Animal Resources (MINAGRI) has the mission of promoting the sustainable development of a modern, efficient and competitive agriculture and livestock sector, in order to ensure food security, agriculture export and diversification of the productions for the benefit of the farmer and the economy of the Country.

The mission of the Ministry of Defence is the conduct of defence in terms of protecting Rwanda’s interests, territorial integrity, vital resources, her people and shared values under the ambit of the Constitution and International Law.

The general mission of the Ministry of Education is to transform the Rwandan citizen into skilled human capital for socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promotion of science and technology, critical thinking and positive values.

The mission of the Ministry of Health is to provide and continually improve affordable promotive, preventive, curative and rehabilitative health care services of the highest quality, thereby contributing to the reduction of poverty and enhancing the general well-being of the population.

The Mission of the Ministry of infrastructure is to ensure sustainable infrastructure development covering transport, energy, water supply and sanitation, housing and human settlement sectors aiming to drive Rwanda’s economic growth and enhance quality of life of the citizen. Vision To provide modern infrastructures for sustainable economic growth and socio-economic development.

The mission of the Ministry of Justice/Office of the Attorney General is to organize, oversee and promote activities related to the rule of law, law enforcement and justice for all.

Mission: The Ministry of Local Government ensures the coordination of good governance and high quality territorial administration programs that promote economic, social and political development throughout the nation.

The mission of the Ministry of Public Service and Labour is twofold:

a) To institutionalize efficiency and effectiveness in Public Service administration and management, reinforce Public Service values and principles to enhance professionalism and ethics that enable Public Service Institutions to contribute to improving the lives of the Rwandan population.

b) To provide conducive environment for the creation of decent jobs and equip the workforce with vital skills to increase productivity and competitiveness for sustainable development.

The mission of MINICOM is to facilitate Rwanda’s economic transformation through enabling a competitive private sector integrated into regional and global markets, while ensuring a level playing field and the protection of consumers.

The National Institute of Statistics of Rwanda (NISR) was created in October 2005 as an independent institution out of the former Department of Statistics in the Ministry of Finance and Economic Planning (MINECOFIN) and the National Service of Census.

The Office of the Auditor General of State Finances [OAG] is the Supreme Audit Institution [SAI] of Rwanda.

The OAG was established in 1998 by Law n° 79/2013 of 11/09/2013 determining the mission, organization and functioning of the office of the auditor general of state financesand became the SAI of Rwanda in June 2003.

It is headed by the Auditor General assisted by a Deputy Auditor General. The Office of the Auditor General is vested with legal personality.

The Prime Minister’s Office, under the authority of the Prime Minister, is entrusted with assisting the Prime Minister in the implementation of national policies, leading Government activities along the major guidelines given by the President of the Republic and ensuring law enforcement.

The PMO is also entrusted with the function of formulating the Government programme of action in consultation with Ministerial Departments.

Rwanda is a country situated in Central Africa, bordered to the North by Uganda, to the East by Tanzania, to the South by Burundi and to the West by the Democratic Republic of Congo. Rwanda’s total area is Km2 26,338, with a population density estimated to be 445 people per km².

The Constitution of the Republic of Rwanda of 2003 revised in 2015 has established a bicameral Parliament consisting of two chambers: The Chamber of Deputies and the Senate. It replaced the National Transitional Assembly established in the aftermath of the 1994 Genocide against the Tutsi.
