BRIEF HISTORY The Biotechnology and Nuclear Agriculture Research Institute (BNARI) was established as one of the research, development and technology transfer institutes of the Ghana Atomic Energy Commission, which was established in 1963 by an Act of Parliament (Act 204 of 1963). Act 588 of 2000 replaced Act 204 and PNDC Law 308 and enabled the Commission to create new institutes and commercialize its research findings. BNARI was therefore established as a result of the upgrading of the Department of Biology, Food and Agriculture of the National Nuclear Research Institute. The main objective of the institute is to apply isotopes, ionizing radiation and biotechnologies for increased agricultural and economic development of Ghana.

The Electoral Commission is provided for by Article 43 (1) of the Constitution. It is made up of seven (7) members; a Chairman, two Deputy Chairmen and 4 other Members all of whom are appointed by the President on the advice of the Council of State. The three Chairmen have permanent tenure of office and the same conditions of service as judges of the Superior Courts; i.e. the Chairman has conditions of service of Appeals Court judges while the two Deputy Chairmen have conditions of service of High Court judges. The seven members of the Commission collectively constitute the policy-making and management body of the organization, and exercise general supervision over the staff. The Commission is required to meet at least once every two months. On a day-to-day basis, the three Chairmen, exercise executive powers on behalf of the Commission. The Commission has about 1,450 employees and its administrative expenses are charged on the Consolidated Fund.

The issue of low pay, inequalities in pay structure and poor conditions of service for Ghana’s public service workers has over the years been a major concern for successive governments. Undoubtedly, the last two decades has witnessed a significant increase in public sector wage bill reaching a ratio of 11.3% of Gross Domestic Product (GDP) in the 2008 fiscal year. This accounts for over 40% of recurrent budget, 46% of all tax revenues and about a quarter of overall government expenditure. Indeed, the ratio of public service wage bill to GDP is deemed very high when compared to ratios of 6.2 for all West African countries and 7.5 for middle income countries. Notwithstanding these situations, public sector earnings in Ghana remained low when compared to that of other countries

The Ghana Library Association (GLA) was founded in 1962 as an offshoot of the West African Library Association (WALA). After the independence of the Anglophone West African countries the main regional body (WALA) began to suffer as each country began to concentrate on its internal national affairs. This in part caused the disintegration of WALA. The GLA was registered as a Professional Association under the Professional Bodies Degree NRCD 143 of 1973 with Registered No. PB 21 on 2nd August 1986 in accordance with the Laws of Ghana. The GLA is the main recognized parasol body representing libraries and information services in the country. Though the GLA is over 50 years old, there were extraordinary inactive years in the life of the Association from the mid 1970’s to the early 1980’s. This was marked by a period of inactivity and constraints such as lack of finance and inadequate commitment of the leadership and members. The revival in 1983 put the Association back on its feet.

The Ghana Museums and Monuments Board (GMMB) is the legal custodian of Ghana’s material cultural heritage (movable and immovable heritage). The Government of Ghana, under the leadership of Osagyefo Dr. Kwame Nkrumah established the Ghana Atomic Energy Commission (GAEC) by act 204 of 1963. Ghana had already joined the International Atomic Energy Agency (IAEA) in 1958. A committee, chaired by Dr. R.P. Baffour was tasked to carry out the preparatory work for the establishment of the commission. The immediate strategy (as captured in the act) was to implement a 2MW Research Reactor, which was to help train and develop the required human resource for a future Nuclear Power Reactor to complement the power production from the Akosombo Hydro Plant. In 1964, Osagyefor Dr. Kwame Nkrumah laid the foundation stone for the construction of the Reactor Building at Kwabenya, the current site of the Ghana Atomic Energy Commission

The National Peace Council (NPC) is an independent statutory national peace institution established by the eight hundred and eighteenth (818) Act of the Parliament of the Republic of Ghana, named The National Peace Council Act, 2011. Thus any activity undertaken by the Council must be derived from its mandate under Act 818. The core function of the Council is to prevent, manage, and resolve conflict and to build sustainable peace.

With the passing of Act 818, NPC became operational in 2011. Its establishment abolished the previous peace strategy of National, Regional and District Security Councils that established Regional Peace Advisory Councils (RPACs) and District Peace Advisory Councils (DPACs).
