The Ministry of Environment, Water and Climate has overall responsibility for the environment, water and climate related issues in the country. At independence in 1980, the Government of Zimbabwe established the Ministry of Natural Resources and Tourism, which was mandated with protecting Zimbabwe’s natural resources and promoting tourism in the country. In the early 90s, the Ministry was renamed the Ministry of Environment and Tourism. In 1997, the Ministry was reconstituted to include mining issues and became the Ministry of Mines, Environment and Tourism. In the year 2000, the Mines aspect was dropped and it reverted to the Ministry of Environment and Tourism. The year 2009 saw the establishment of the Ministry of Environment and Natural Resources Management whose mandate shifted to concentrate on environmental issues. The Deeds Office was created (in 1894) as a result of the effecting of Proclamation number 2 of 1894. It was set up at Salisbury. The Proclamation was used to create and buttress more formal government structures of the then South Zambesia, which included the creation of the ‘executive office’ of the Administrator who was equivalent to the head of government and the opening of the High Court. The proclamation came just after the amalgamation of Mashonaland and Matebeleland. The Deeds Office became a critical option as the minority settlers started to look into agriculture and mining aggressively. The Office (thus) would be ushered in to bolster proprietary rights of the minority within the new government dispensation. The Office dealt with land rights, and functioned as a companies and intellectual property registry as well. The Office fell under the guidance of the Attorney General.

The Department of Immigration falls under the Ministry of Home Affairs. Its mandate is to administer the Immigration Act, Chapter 4:02, 1996 Revised Edition and attendant Regulations of 1998 as amended, on behalf of the Government of Zimbabwe, in an efficient, impartial, transparent and accountable manner. The main functions of the Department are built around two aspects of control and facilitation of movement of people into and out of the country. The Ministry of Defence (MOD) is an integrated organisation. It is a merger between the Zimbabwe Defence Forces Headquarters (ZDF HQ) and a compliment of civil service personnel. The ZDF HQ element is a combination of senior Army and Air Force officers and supporting staff.Prior to the establishment of the integrated Ministry of Defence in 1994, the MOD was wholly manned by Public Service Commission civilian staff complemented by a small number of military liaison personnel. At independence, Zimbabwe inherited a racially skewed agricultural land ownership pattern, where white large-scale commercial farmers, consisting of less than 1% of the population, occupied 45% of agricultural land. The Zimbabwe Revenue Authority, which derives its mandate from the Revenue Authority Act [Chapter 23:11] and other subsidiary legislation, is responsible for assessing, collecting and accounting for revenue on behalf of the State through the Ministry of Finance. ZIMRA’s mandate is to:- 1. Collect revenue. The following are some of the revenue heads which are administered by ZIMRA: Customs Duty – levied on imported goods in terms the Customs and Excise Act [Chapter 23:02] Value Added Tax (VAT) - levied on consumption of goods and services Excise Duty - levied on specified locally manufactured goods Income Tax - levied on income earned from trade Pay As You Earn (PAYE)- levied on income earned from employment Presumptive Taxes- it’s a concept of taxation according to which Income Tax is based on average income instead of actual income Mining Royalties - charged in terms of the Mines and Minerals Act (Chapter 21:05) Capital Gains Tax (CGT) –
