Duty Description

About DGF:

Democratic Governance Facility (DGF) was established by eight of Uganda’s International Development Partners including Austria, Denmark, EU, Ireland, Netherlands, Norway, Sweden and the UK to manage coherent, harmonized and coordinated multi-donor support to state and non-state actors aimed at enhancing democratic governance in Uganda. It is based upon three components: Deepening Democracy; Rights, Justice and Peace; and Voice & Accountability.

 

Key Duties and Responsibilities:  

Lead the planning, development and operationalization of the DGF MIS:

  • Working with the M&E advisors sphere teams, and finance team, analyse DGF MIS needs and take lead in providing technical support to have these needs in place.
  • As needed, programme, test and document the systems that are used within the FMU. This may encompass system integration, system interfaces, system customizations, or complete applications
  • Render support in the production of systems in terms of problem analysis and solution development.
  • Develop MIS user manuals and guidelines as required.
  • Train all FMU staff and the Implementing partners where applicable on the use of the system, and trouble shoot issues as they arise.

Overall MIS administration:

  • Ensure that all of the FMU data and information storage and retrieval needs are met with the various platforms in use. Recommend improvements/ additions as needed to the MIS infrastructure.
  • Ensure appropriate applications and/or software as required by the FMUexists for development and production work.
  • Take part in the evaluation and selection of MIS tools, methodologies, etc.
  • Provide technical guidance and support for the management of information and data of DGF activities.
  • Manage and orient all staff on the Joint Electronic Filing (JEF) system and the general archiving and repository of resources related to DGF’s operating environment and its partners’ work.

Database Administration:

  • Ensure appropriate infrastructure exists for development and production databases.
  •  Offer technical guidance and support for database development activities.
  •  Lead strategic technical architecture planning for database system components.
  •  Lead database system administration including installation, tuning, performance monitoring, and upgrading.
  • Track and provide technical support to partner’s adherence to the use of the database reporting processes (as applicable).
  • Periodically check the completeness of the partner reports into the database and, with the programme managers, make follow-ups for this missing data each reporting period.

Other:

  • Provide technical support to the Communication advisor in maintaining and updating of the DGF website.
  • In alignment with the HR manual, maintain confidentiality about DGF and DGF implementing partners.
  • Participate in other tasks as assigned by your supervisor.

Required Qualifications

Qualifications, Skills and Experience:

  • The ideal candidate must hold a university degree in MIS, Computer Science and an additional qualification in database or system management or equivalent are required.
  • Three years’ experience in managing a Management Information System (MIS), with at least a year of that managing the MIS for a grant-making organization.
  • Extensive knowledge of software development tools, theories, methodologies, and standards.
  • General knowledge of operating systems and understanding of database constructs.
  • Broad knowledge of information systems from functional and technical perspectives. Knowledge of toolsets utilized to build, implement, and support these information systems..
  • General knowledge of computer hardware including desktop and network servers and how it integrates with information systems and databases. Awareness of capabilities and limitations of various configurations.
  •  Ability to apply knowledge to the process of assessing and resolving problems.
  • Ability to understand and communicate complex technical concepts in ways that are appropriate to the requirements of the information technology client or group.
  • Ability to effectively plan, prioritize, and manage multiple concurrent assignments and tasks.
  • Ability to work successfully in a team-oriented matrix management model where team size and role varies by assignment.
