Duty Description

About DGF:

Democratic Governance Facility (DGF) was established by eight of Uganda’s International Development Partners including Austria, Denmark, EU, Ireland, Netherlands, Norway, Sweden and the UK to manage coherent, harmonized and coordinated multi-donor support to state and non-state actors aimed at enhancing democratic governance in Uganda. It is based upon three components: Deepening Democracy; Rights, Justice and Peace; and Voice & Accountability.

 

Key Duties and Responsibilities:  

  • Develop and update the ‘Upholding Human Rights’ Area of Intervention (AoI) theory of change and logical framework and align it with the overall DGF logical framework and theory of change.
  • Provide a contextual analysis of local, national and international key developments in the Human Rights sector and recommend best practices to be adopted.
  • Participate in designing calls for proposals, reviewing the submitted proposals and  budgets; and select competent partners for funding under the Human Rights AoI specifically, and within Spheres 1-3 (as and when called upon), in line with DGF terms and conditions.
  • Receive record and review partner narrative and financial reports to ensure compliance to DGF partner financial guidelines; provide feedback to partners regarding the performance of their projects and oversee disbursements of funds to partners.
  • Receive, review and monitor partner work plans and budgets and ensure compliance to DGF financial and programmatic guidelines.
  •  Monitor and evaluate partner project implementation and provide technical guidance and quality assurance to partners regarding implementation of the projects.
  • Conduct partner needs assessments and design strategies for building the capacity of partners in the relevant thematic area.
  •  Provide advice and updates to the Deputy Programme and Learning Manager and Programme Learning Manager on the program interventions as well as programmatic direction
  • Build and maintain functional working relationships with key stakeholders including state and non-state partners
  • Prepare annual and quarterly work plans for the AoI and report on the sub component’s performance in line with the DGF log frame.
  • Document and keep track of the performance, achievements and results of partners in the AoI; and prepare periodic reports to DGF on the performance, achievements and results of partners in the AoI
  • Ensure continuous reflection and learning amongst partners in the AoI; and support identification of needs and learning amongst DGF partners in all the spheres on areas related to human rights.

Required Qualifications

Qualifications, Skills and Experience:

  • The ideal candidate must hold a good university degree in a relevant subject e.g. areas of law, political science, social science, development studies or related area. An advanced degree preferred.
  • At least five years’ experience working with governance issues, government/ state institutions and civil society organisations.
  • Previous exposure and experience in project planning and management, financial management, monitoring and evaluation.
  • Track record of maintaining constructive relations with partners and managing financial and technical support.
  • Competencies of result based management, programme design and implementation, budget development, capacity development/ organizational development, monitoring and evaluation, and Good knowledge of Problem-Driven Iterative Adaptation approaches.
  • Ability to manage multiple priorities.
  • Systematic and structured approach to work.
  • Results-oriented and resilient – working well under pressure; and delivers results with minimum supervision.
  • Keen attention to detail and ability to produce high quality work.
  • Strong communication and interpersonal skills.
