The National Agency of Investments and Exports is a publicly-owned institution in administrative matter, equipped with the legal entity and financial autonomy. It is placed under the responsibility of the Ministry of Trade and Industry which will take care of its operation. The creation of the National Agency of Investments and Exports in Chad (ANIE) is the result of a long process of thought, whose strong moments are marked by:

§ Formulation in 1992 of a recommendation by the economic operators met in a national seminar on the private sector, Needing for the creation of a structure in charge of promoting exports and the investments in Chad;

§ Registration in 1996 in the matrix of the program of the Integrated Cade related to the trade supported by WTO, the World Bank and other partners, of this idea of creation draft of a promotion structure of exports and investments;

§ Examination and adoption during the Council of Ministers of July 26, 2007, the bill relating to the creation of the ANIE. This project was subject to a dialogue

§ Creation by the order of the Minister of commerce of an ad hoc Committee in charge of the operationalization of the National Agency of Investments and Exports (ANIE) and having as missions:

? To rule on the actions, measures or initiatives undertaken by the Focal Point of the implementation of the NAIE (Direction of Industry and Support to the PME/PMI);

? To seek, define or put forward adequate measures for the starting and the operation of the NAIE while taking as a starting point the experiences of the African countries having this kind of structure;

? To take the preliminary steps and to set up the first structures of the ANIE (buildings, equipment, core of the personnel);

? To undertake any actions contributing to the phase of the operationalization of the ANIE.

§ Creation by the order of the Minister of commerce within the framework of the mechanism of dialogue between the State and the Private Sector in Chad, near the National Agency of Investments and Exports, of a Single Counter (SC) qualified for all the administrative formalities related to the companies already made up and for the foreign investments in Chad;

§ Creation by the order of the Minister of commerce within the framework of the mechanism of dialogue between the State and the Private Sector in Chad, near the Chamber of Commerce, Industry, Agriculture, Mines and Craft industry (CCIAMA), of a Center of Formalities of Companies (CFE) having as mission to facilitate and of simplify the formalities of companies creation, allowing the business creators and economic
