The Bank was incorporated in the Republic of Rwanda on 22 December 1966. Initially Bank of Kigali was founded as a joint venture between the Government of Rwanda and Belgolaise, with each owning 50% of the ordinary share capital. In 1967, the Bank commenced its operations with its first branch in Kigali. Belgolaise was a subsidiary of Fortis Bank operating in Sub-Saharan Africa and in 2005 began to withdraw from its operations in Africa in line with Fortis’ strategy. In 2007 the Government of Rwanda acquired the Belgolaise shareholding in Bank of Kigali, thereby increasing its direct and indirect shareholding in the Bank to 100% of the entire Issued Shares. In 2011, the Bank changed its name under the new law relating to companies from Bank of Kigali S.A to Bank of Kigali Limited.

The origins of the bank can be traced back to 1975, when the first Banque Populaire was formed in the settlement of Nkamba, in the city of Kibungo, Eastern Province. Over the next ten years many other similar banks were founded around the country. In 1986, the various autonomous Banques Populaires formed an umbrella called Union des Banques Populaires du Rwanda (UBPR). UBPR was operated as a Cooperative Bank. In January 2008, following thirty three years of experience in the Rwandan financial sector, UBPR was transformed from a cooperative bank into a commercial bank: “Banque Populaire du Rwanda S.A”.[4] In June 2008, Rabobank, the Dutch cooperative banking conglomerate, acquired 35% shareholding in BPR.[5] In July 2012, Visa Inc. certified the bank to issue visa-branded debit and credit cards.[6]

Capital Market Authority (CMA) is a public institution established by Law No.23 /2017 of 31/05/2017 responsible for developing and regulating the capital markets industry, commodities exchange and related contracts, collective investment schemes and warehouse receipts system. CMA was previously referred to as the Capital Market Advisory Council (CMAC) which was a council established by Prime Minister's Order of 28 March 2007 to initially guide the development of a Capital Market in Rwanda.

The bank was opened in 1963. In the beginning it was wholly owned by the Government of Rwanda. In 2004, BCR was privatized. As of April 2010, Actis Capital owned 80% and the Rwanda Government owned the remaining 20% of the financial institution.[7] Actis Capital is a private equity investment firm, headquartered in London, United Kingdom, specializing in investments in developing countries, whose investment portifolio is almost US$5 billion, as of April 2010. In July 2012, Actis Capital divested from BCR by selling its shareholding to the I&M Bank Group from Kenya, PROPARCO from France and the German Investment Corporation (DEG). The Rwanda Government retained its shareholding in the bank.

The was granted a banking license by the National Bank of Rwanda, in 2011 and commenced banking services in the fourth quarter of 2011.[4] Rwanda was the fourth East African country where the Equity Bank Group has opened a subsidiary. Operations in Tanzania commenced during the first quarter of 2012. The bank group maintains financial services subsidiaries in Kenya, Rwanda, South Sudan, Uganda and Tanzania. Operations in Burundi are planned to commence soon.

The National Bank of Rwanda (Kinyarwanda: Banki Nkuru Y'u Rwanda, French: Banque Nationale du Rwanda) is the central bank of Rwanda. The bank was founded in 1964.
