The Kenya Petroleum Refineries Limited was originally set up by Shell and the British Petroleum Company BP to serve the East African region in the supply of a wide variety of oil products. The Company was incorporated in 1960, under the name East African Oil Refineries Limited. The first refinery complex which has distillation, hydrotreating, catalytic reforming and bitumen production units was commissioned in 1963.  The second refinery train was commissioned in 1974 and also has distillation, hydrotreating and reforming units.

The Kenya Pipeline Company Limited (KPC) was incorporated in 1973 under the Company's Act Cap 486 of the Laws of Kenya and started commercial operations in 1978. The overall objective of setting up the Company was to provide the Kenyan economy with the most efficient, reliable, and safe and least cost means of transporting petroleum products from Mombasa to the hinterland.

This phased approach brings significant benefits as it enables an early FID, takes advantage of the current low-cost environment for both the field and infrastructure development and provides the best opportunity to deliver First Oil in a timeline that meets the Government of Kenya (GoK) expectations. The installed infrastructure from this initial phase can then be utilised for the optimisation of the remaining South Lokichar oil fields, allowing the incremental development of these fields to be completed at a lower unit cost post-First Oil. The foundation stage will target volumes of around 210 mmbo of the total estimated 2C resources of 560 mmbo
