The CENI has the following functions (Constitution 2005, Article 92; Décret no 100/125 2018, Article 11): To organize all elections across different levels. To ensure that elections are free, fair and transparent. To proclaim election results within the time define by the law. To arrange, promulgate the code of conduct and the technical details around the elections, including the site of the polling stations and the hours in which they are to open. To hear complaints pertaining to the compliance with electoral rules and to take action pursuant to it. To ensure that electoral campaigns do not encourage ethnic violence or violate the Constitution. To ensure that all parties respect the provisions of the Constitution specifically relating to issues of ethnicity and gender and to address disputes in this respect.
