Abuja Urban Mass Transport Company Limited (AUMTCO) was established by the then Ministry of Federal Capital Territory now the Federal Capital Territory Administration (FCTA) in 1984 as Abuja Bus Service (ABS) and later registered on 13th November, 1989 as Abuja Urban Mass Transport Company Limited, under the Companies and Allied Matters Act 1990. Abuja Chamber of Commerce and Industry was established in August of 1986 as a Company Limited by Guarantee with the principal objective of promoting economic and industrial development within the FCT in particular and Nigeria in general. The Administrative Staff College of Nigeria (ASCON) was established on the 2nd June, 1972. It was gazetted in October, 1973 through Decree No39 of 1973 by the Federal Military Government, now ASCON Act, Cap.6, Vol.1, LFN 1990. The Decree that established ASCON mandates the College to, among others provide qualitative management training services for the development of senior executives for public and private sectors of the Nigerian economy, conduct research into problems of management and administration arising in different spheres of national life, provide consultancy services, establish and maintain a library, develop and sustain appropriate environment and relevant facilities for the afore mentioned objectives.

Corruption in Nigeria undermines democratic institutions, retards economic development and contributes to government instability. The Establishment Act vested the INDEPENDENT CORRUPT PRACTICES AND OTHER RELATED OFFENCES COMMISSION with the responsibilities of investigation and prosecution of offenders thereof.

Asset Management Corporation of Nigeria (AMCON) was established on the 19th July 2010, when the President of the Federal Republic of Nigeria signed the AMCON Act into Law. AMCON was created to be a key stabilizing and re-vitalizing tool aimed at reviving the financial system by efficiently resolving the non-performing loan assets of the banks in the Nigerian economy.

Established under the provisions of the Public Enterprises (Privatisation and Commercialisation) Act of 1999, through its secretariat, the Bureau of Public Enterprises (BPE), was charged with driving the Federal Government’s programme of privatising public enterprises, carrying out sector reforms and liberalization of key economic sectors especially the infrastructure sector.

The Public Procurement Act 2007 established the Bureau of Public Procurement as the regulatory authority responsible for the monitoring and oversight of public procurement, harmonizing the existing government policies and practices by regulating, setting standards and developing the legal framework and professional capacity for public procurement in Nigeria.

Centre for Black and African Arts and Civilization (CBAAC) is a parastatal under the Federal Ministry of Culture and Information which is statutorily charged with the responsibility of promoting and propagating Black and African Cultural Heritage in its totality. It was established by Decree 69 of 1979 following the successful and epoch-making hosting of the 2nd World Black and African Festival of Arts and Culture (FESTAC ’77). The Centre houses all the materials which constitute the core collections, artifacts, and rare cultural items that were used during FESTAC ’77. The decision to hand over these materials to Nigeria were to reinforce and build upon the gains of the historic festival. It was in fulfillment of Nigeria’s pledge to keep the materials in trust for the Fifty-Nine Black and African countries and communities which participated in the Festival that gave impetus for the establishment of the Centre.

The Computer Professionals Registration Council of Nigeria (CPN) was established by Decree No. 49 of 1993, promulgated on June 10, and gazetted on August 9, of that year. The Computer Professionals Registration Council of Nigeria (CPN) is a body corporate with perpetual succession and common seal, a legal entity charged with the control and supervision of the Computing Profession in the country.

The Federal Competition and Consumer Protection Commission (FCCPC) is the foremost competition and consumer protection authority in Nigeria. The Commission was established by the Federal Competition and Consumer Protection Act (FCCPA) 2018 to, among others, develop and promote fair, efficient and competitive markets in the Nigerian economy, facilitate access by all citizens to safe products, and secure the protection of rights for all consumers in Nigeria.

The DMO was established on 4th October, 2000 to centrally coordinate the management of Nigeria’s debt, which was hitherto being done by a myriad of establishments in an uncoordinated fashion. This diffused debt management strategy led to inefficiencies.

The Nigeria Immigration Service (NIS) is the government agency that has been charged with the responsibility of migration management in Nigeria. Over the years, the NIS has witnessed series of changes since it was extracted from the Nigeria Police Force (NPF) in 1958. The Immigration Department, as it was known then, was entrusted with the core immigration duties under the headship of the Chief Federal Immigration Officer (CFIO) and the first to sit on that chair was in the person of Mr. EH Harrison. The department in its emergent stages inherited the Immigration Ordinance of 1958 for its operation. At inception, the department had a narrow operational scope and maintained a low profile and simple approach in attaining the desired goals and objectives of government. During this period, only the Visa and Business Sections were set up.

EDUCATION RESOURCES CENTRE

Nigerian Electricity Management Services Agency (NEMSA) was established by NEMSA Act No.6 of 2015, to carry out the Functions of Enforcement of Technical Standards and Regulations, Technical Inspection, Testing and Certification of All Categories of Electrical Installations, Electricity Meters and Instruments to ensure the Efficient Production and Delivery of Safe, Reliable and Sustainable Electricity Power Supply and Guarantee safety of Lives and Property in the Nigerian Electricity Supply Industry; and for Related Matters.

The FCT Education Secretariat was created by virtue of Presidential Order No. 1 of 2004 as a Mandate Secretariat with the responsibility of formulation and implementation of policies on education in all its ramifications in the FCT.. The FCT Education Secretariat has the mandate of ensuring that education policies emanating from the Federal Ministry of Education are domesticated to the needs of FCT as they concern provision of access to education and effective delivery of the national school curriculum.

Established in 1971, the Industrial Training Fund has operated consistently and painstakingly within the context of its enabling laws Decree 47 of 1971 as Amended in the 2011 ITF ACT. The objective for which the Fund was established has been pursued vigorously and efficaciously. In the four decades of its existence, the ITF has not only raised training consciousness in the economy, but has also helped in generating a corps of skilled indigenous manpower which has been manning and managing various sectors of the national economy. The legal instrument establishing the Board was promulgated by the Act (No. 2 of 1978) of the Federal Military Government on 13th February, 1978. By August 1988, the Federal Executive Council amended Decree No. 2 of 1978. The amendments have since been codified into Decree No. 33 of 1989, which took effect from 7th December, 1989. Decree No. 2 of 1978 (amended by Decree No. 33 of 1989) empowered the Joint Admissions and Matriculation Board

The concept of Legal aid in Nigeria can be said to have been birthed in 1961 when Sir Adetokunbo Ademola, the Chief Justice of Nigeria at the time, during the African Conference on the Rule of Law held in Lagos, pointed out the hollowness of a constitutional right to a fair hearing, if the financial aspect of access was ignored. That statement was the first official public acknowledgement of the need and desirability for legal aid in Nigeria

The National Agency for Science and Engineering Infrastructure (NASENI) was established in 1992 by the Federal Government after the recommendations of the White Paper Committee on the 1991 Report of a 150 member National Committee on Engineering Infrastructure comprising Scientists, Engineers, Administrators, Federal and State Civil Servants, Economists, Lawyers, Bankers and Industrialists. The mandate of NASENI is specifically in the area of Capital goods, research, production and reverse engineering. NASENI, by its mandate and scope of operation is the Nigerian only purpose built Agency designed to conduct developmental work in the areas of manufacturing and as such, it is capable of coordinating the proliferation of technologies developed either within or outside of its Centers including patents obtained.

The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) was created on 14th of July 2003 by the Trafficking in Persons (Prohibition) Enforcement and Administration Act 2003. The Agency is the Federal Government of Nigeria’s response to addressing the scourge of trafficking in persons. It is a fulfillment of the country’s international obligation under the Trafficking in Persons Protocol to prevent, suppress and punish trafficking in persons, especially women and children, supplementing the United Nations Transnational Organized Crime Convention (UNTOC).

NATIONAL ARCHIVES OF NIGERIA

The Vision of NBAIS is to be at the frontline in realizing the ambition of the Federal Government of Nigeria in its programme for the full integration of western and Islamic Education, the promotion of Qur’anic schools and the Madrasah system of education in the country.

The National Bureau of Statistics (NBS) came into being with the merger of the Federal Office of Statistics (FOS) and the National Data Bank (NDB). The creation was part of the implementation of the Statistical Master Plan (SMP), a programme document of the Federal Government of Nigeria (FGN). The merger was to give the agency a national outlook as the apex statistical agency for all the three tiers of Government.

The National Business and Technical Examinations Board were established in 1992 to domesticate craft level examinations which were hitherto conducted by City & Guilds, Pittman’s, and Royal Society of Arts all, of UK, in accordance with the provisions of the National Policy on Education. Its establishment was the climax of an evolutionary process that spanned 15 years from 1977 to 1992, and in which FOUR Government Panels at different times were set up to review the place and structure of public examinations in Nigeria’s education system.

The National Commission for Colleges of Education was established by Decree (now Act) 13 of 17th January, 1989 (Amended Act 12 of 1993) as a completion of tripod of excellence in the supervision of higher education in the country. The establishment of the commission was a resultant effect of the utmost importance accorded to quality teacher education by the Federal Government of Nigeria. Since inception, the Commission has continuously pursued goals of quality assurance in teacher education. The pride of the commission is based on the seminal philosophy in the National Policy on Education (NAPE) which states that “no education can rise above the quality of its teachers ….”

The National Film Video Censors Board is the regulatory body set up by Act No.85 of 1993 to regulate films and video industry in Nigeria. The Board is empowered by law to classify all films and videos whether imported or produced locally. It is also the duty of the Board to register all films and videos outlet across the country and to keep a register of such registered outlets among other functions.

The National Human Rights Commission of Nigeria was established by the National Human Rights Commission Rights 1995 (as amended) in line with Resolution 48/134 of the United Nations General Assembly which enjoins all member states to establish independent National Institutions for the promotion, protection and enforcement of human rights. The Commission serves as an extra-judicial mechanism for the respect and enjoyment of human rights. It also provides avenues for public enlightenment, research, and dialogue in order to raise awareness on Human Rights issues. The National Human Rights Commission is currently headed by the Executive Secretary, Anthony Okechukwu Ojukwu Esq. Who is also the Chief Executive Officer.

The emergence of Tourism phenomenon as a viable path to socio-economic development led to a fundamental paradigm shift towards service economy worldwide. The National Lottery Regulatory Commission was established through the National Lottery Act, 2005. The Commission was primarily born out of the need to regulate the operations of lottery business in Nigeria, promote transparency and accountability in lottery industry while protecting the interests of players, stakeholders and the general public. Though established in 2005, the National Lottery Regulatory Commission was scarcely known until 2009. It sat on a small space on the 5th floor, Block C, Phase II of the Federal Secretariat, Abuja.

NOSDRA was established by an Act of the parliament, Act No. 15 of October 18, 2006. It is an Agency under the Federal Ministry of Environment to coordinate the implementation of the National Oil Spill Contingency Plan (NOSCP) which also incorporates the National Oil Spill Contingency System (NOSCS) for Nigeria, in compliance with the International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC 1990), to which the country is a signatory. National Oil Spill Contingency System (NOSCS) is a harmonisation of all relevant regulations, organisations, personnel, procedures, facilities, equipment, logistical support to respond to a spill, reduce the negative impact and manage all related issues.

The main objectives of the Agency, as provided in Decree 100 of 1993, are to ensure that Government programmes and policies are better understood by the general public.

The National Power Training Institute of Nigeria (NAPTIN) which was established on March 23rd, 2009 commenced full operation in September, 2009. The primary purpose for its establishment is to provide training for power sector personnel and coordinate training activities in the sector. In pursuit of this mandate, NAPTIN has taken over the management of existing seven regional training centres of PHCN.

The National Primary Health Care Development Agency (NPHCDA) is a parastatal of Nigeria’s Federal Ministry of Health. The agency was established in 1992 and merged with the National Programme on Immunization (NPI) in 2007. The NPHCDA was established following the recommendation of a high level WHO review team through Decree 29 of 1992 to capitalize on major achievements in primary health care delivery in Nigeria beginning from 1986 to 1992 which has resulted in the country being ranked amongst the top in the world in terms of primary healthcare, relative to other countries.

The National Water Resources Institute, a Parastatal of the Federal Ministry of Water Resources was established in 1979 under Decree No. 3 of March 2nd, 1985, currently referred to as National Water Resources Institute Act, cap No. 83, Laws of the Federation of Nigeria, 2004. The institute being a capacity development and research organization is mandated to carry out training and retraining of water engineers, technologists and technicians in the water resources sector. Also, as part of its mandates, the institute is charged with the responsibilities of providing training for various sector stakeholders on short courses and formulate programme of work in the water resources field in the country.

The Nigeria Centre for Disease Control (NCDC) is the national public health institute with the mandate to lead the preparedness, detection and response to infectious disease outbreaks and public health emergencies. The first formal step to establish the NCDC took place in 2011 when some departments in the Ministry of Health, including the Epidemiology Division, the Avian Influenza Project and its laboratories; and the Nigeria Field Epidemiology and Laboratory Training Programme (NFELTP) were moved to form the nucleus of the agency. The Bill for an Act to establish NCDC was signed into law in November 2018, by President Muhammadu Buhari.

In 2003, Nigeria voluntarily signed up to the global Extractive Industries Transparency Initiative (EITI). The decision to accede to the EITI and establish the Nigeria Extractive Industries Transparency Initiative (NEITI) was taken in the context of the comprehensive socio-economic reform programme embarked upon by the Federal Government of Nigeria during the second term of the former President Olusegun Obasanjo administration which commenced on May, 29, 2003 The reform programme, which was encapsulated in the National Economic Empowerment Development Strategy (NEEDS), focused on four main areas namely to improve Nigeria’s macro-economic environment; pursue structural reforms; strengthen public expenditure management and implement institutional and governance reforms. The Nigeria Hydrological Services Agency provides the services required for assessment of Nigeria’s surface and ground water resources in terms of quantity, quality, distribution and availability in terms and space for efficient and sustainable management of water resources. Consequently, the Agency operates and maintains hydrological stations nationwide and also carries out ground water exploration and monitoring using various scientific technics in order to provide hydrogeological data needed for proper planning, design, execution and management of water resources and allied projects.

Nigerian Investment Promotion Commission was established by Nigerian Investment Promotion Act Chapter N117 Laws of the Federation of Nigeria 2004 to encourage, promote and co-ordinate investments in the Nigerian economy.

Nigeria LNG Limited (NLNG) is a major player in the global LNG business. NLNG was incorporated as a limited liability company on May 17, 1989 to harness Nigeria's vast natural gas resources and produce Liquefied Natural Gas (LNG) and Natural Gas Liquids.

The need for a specialized Agricultural Insurance Company to provide insurance cover to farmers was informed by Government's concern over the vacuum created due to the unwillingness of conventional Insurers to accept Agricultural risks, which they considered too risky.

NIGERIAN EDUCATIONAL RESEARCH & DEVELOPMENT COUNCIL (NERDC)

The Nigerian Financial Intelligence Unit (NFIU) is the central national agency responsible for the receipt of disclosures from reporting organisations, the analysis of these disclosures and the production of intelligence for dissemination to competent authorities. The NFIU is an autonomous unit, domiciled within the Central Bank of Nigeria and the central coordinating body for the country’s Anti-Money Laundering, Counter-Terrorist Financing and Counter-Proliferation Financing (AML/CFT/CPF) framework.

The Bank of Industry Limited (BOI) is Nigeria’s oldest, largest and most successful development financing institution.

The Nigerian Institute of Advanced Legal Studies is Nigeria’s apex institution for research and advanced studies in law. It was a brainchild of the legal academic community established in March 1979. One of the main ideas in founding the Institute was to establish it as the centre for advanced legal research for all the Nigerian universities with Faculties of Law, so that all postgraduate work could be undertaken there under the joint auspices of the most experienced and learned academic lawyers available in the country, whether indigenous or foreign.

The Nigerian Law School was established in Lagos under the Legal Education Act 1962 now Legal Education (Consolidation Etc) Act Cap. L10, Laws of the Federation, 2004. From 1962 up till December 1997 the Law School remained in Lagos. Following the Federal Government directive, the School was relocated to Bwari in Abuja in December 1997.

The Nigerian Meteorological Agency (NIMET) came into existence by an Act of the National Assembly – NIMET (Establishment) ACT 2003, enacted on 21st May 2003, and became effective on 19th June 2003 following Presidential assent. It is a Federal Government agency charged with the responsibility to advise the Federal Government on all aspects of meteorology; project, prepare and interpret government policy in the field of meteorology; and to issue weather (and climate) forecasts for the safe operations of aircrafts, ocean going vessels and oil rigs.

​​ Corporate Informati​on​​ The Nigerian National Petroleum Corporation (NNPC) is the state oil corporation which was established on April 1, 1977. In addition to its exploration activities, the Corporation was given powers and operational interests in refining, petrochemicals and products transportation as well as marketing. Between 1978 and 1989, NNPC constructed refineries in Warri, Kaduna and Port Harcourt and took over the 35,000-barrel Shell Refinery established in Port Harcourt in 1965.

Nigerian Press Council is established by CAP N128 to promote high professional standards for the Nigeria Press. Its vision is to create a culture of Ethical Press in Nigeria driven through research and documentation of contemporary press development; training and workshop for journalists; accreditation of programmes in tertiary institutions; enquiring into complaint about the press and monitoring the activities of the press. The Council serves as buffer between the media, government and the public by ensuring the maintenance of the highest ethical and professional standards in the media.

Nigeria Reinsurance Corporation was established under the Nigeria Reinsurance Corporation Act No. 49 of 1977.

The Nigerian Security Printing and Minting PLC apart from being the foremost in Africa, is the only full-fledged security printing organisation in the whole of African sub-region.

NIGERIAN TELEVISION AUTHORITY

The Nigerian Tourism Development Corporation started out as Nigerian Tourist Association in 1962 before it was changed to NTDC in 1992 as a Federal Government Corporation under the Ministry of Culture, Tourism, and National Orientation. The Corporation is responsible for the planning, supervision, development and marketing of tourism in Nigeria. Tourism is a central pillar of economic growth and diversification in any country and the major functions of NTDC among other things include: to encourage people living in Nigeria to take their holiday therein and people from abroad to visit Nigeria and also to encourage the provision and improvement of tourism amenities and facilities in Nigeria.

The Office of the Auditor-General for the Federation is a separate and independent entity whose existence, powers, duties and responsibilities are provided for under section 85 of the Constitution of the Federal Republic of Nigeria 1999.
